Job Summary
This is a senior, high‑impact role for a compliance leader who thrives in complex regulatory environments and is energized by working directly with agencies such as TSA, U.S. Customs & Border Protection, DOT/PHMSA, and CBSA.
The Manager of Safety & Regulatory Affairs leads Purolator International’s U.S. government compliance, security programs, and regulatory strategy, with direct responsibility for ensuring adherence to federal, state, and international transportation and security regulations. This role owns relationships with government regulators, leads regulatory audits and certifications, and drives enterprise‑wide safety, security, and compliance programs that protect our people, customers, and brand.
This role is ideal for someone who specializes in government compliance within transportation, logistics, or supply chain environments, including:
- Transportation Security Administration (TSA) security programs
- U.S. Customs & Border Protection (CBP) and cross‑border compliance
- DOT / PHMSA and Dangerous Goods (HazMat) regulations
- CTPAT, PIP, TAPA, and other international security frameworks
- Coordination with Transport Canada and CBSA for cross‑border operations
Responsibilities
Government Compliance & Regulatory Leadership
- Serve as the primary compliance lead for TSA, CBP, DOT/PHMSA, OSHA, and related regulatory bodies.
- Own regulatory certifications, renewals, audits, inspections, and corrective action plans.
- Partner directly with government agencies to interpret regulatory changes and assess operational impact.
- Monitor and communicate proposed and finalized regulations (e.g., Federal Register updates) to senior leadership.
- Influence and engage with regulators and industry associations to ensure Purolator’s operations are not negatively impacted by evolving regulations.
Security & Safety Programs
- Develop and maintain the Security Management Plan in alignment with TSA and international security requirements.
- Oversee CTPAT compliance, seal controls, access control systems, CCTV, and theft reporting.
- Lead national health, safety, and security programs, ensuring compliance with OSHA, DOT, and Purolator EH&S policies.
- Support and lead regulatory inspections, audits, investigations, and follow‑up actions.
- Manage Dangerous Goods programs, including certifications, account approvals, and operational guidance.
Leadership & Cross‑Functional Partnership
- Lead and develop a team (direct reports), providing day‑to‑day leadership and strategic direction.
- Manage relationships with external vendors, auditors, and consultants.
- Partner closely with Operations, HR, Procurement, Sustainability, Technology, and Executive Leadership.
- Communicate regularly with senior leaders and executives on regulatory risk, compliance status, and emerging issues.
Sustainability & ESG (Supporting Scope)
- Support sustainability, ESG, and GHG reduction initiatives, including Scope 3 emissions reduction in collaboration with Procurement and service partners.
- Respond to customer and procurement requests related to sustainability, safety, and government compliance.
Experience
- 10+ years of experience in regulatory compliance, safety, security, or government‑regulated transportation environments.
- Deep, hands‑on experience with government compliance, particularly TSA and U.S. Customs & Border Protection.
- Strong knowledge of DOT, PHMSA, OSHA, and Dangerous Goods regulations (air and ground).
- Proven experience leading regulatory audits, inspections, and government agency interactions.
- Experience managing people and leading cross‑functional initiatives.
- Ability to communicate complex regulatory issues clearly to executive and operational audiences.
- Experience in transportation, logistics, courier, freight, air, ocean, or rail industries.
- Cross‑border U.S./Canada regulatory experience.
- Familiarity with CTPAT, PIP, TAPA, and ISO standards.
- Background in ESG, sustainability, or green procurement initiatives.

To support state laws, the base pay range for this role is $100,000 - $150,000. Pay within this range varies by work location and may also depend on various factors such as job-related knowledge, and relevant skills and experience.
